Is this a positive, emotional impact: Is this solution non-controversial and designed to create a positive experience for all?

Is the impact great: Is this something broadly felt by many or something that can benefit a high percentage of citizens?

Is this parameter focused? Is this a parameter for changing the actual voting process or changing how the system is designed? Measure of feasibility.

Is this a cultural shift? Is this something manageable through editing, enhancement, or alteration? Is this something reliant on general population facing a cultural norm shift?

Cost: Will this cost taxpayers (state or federal)? Will this require analysis dollars?
